The residents association has now contacted a NAPHR representative with regards to the admin charges for our water rates. Please see below the response.

Hello, In response to your email, the park owner is allowed to charge a small admin and I think yours is reasonable. If you feel it is an unfair charge you can put it in writing to the tribunal and they will then tell you if you have a case. This will not cost anything.
